Since it has not been updated for some time, I would try installing it in XP compatibility mode first -- right click on the installer, select properties, compatibility tab, and check run it in Win XP SP2 compatibility mode, then run the installer.

If that doesn't work, THIS GUY describes a work around that may help.

Extract the zip files to a temporary folder and right-click setup.exe and choose "Run as Administrator".

After installation is complete, you will find a shortcut on the start button menu. Right-click this shortcut choose "Properties" then the tab "Compatibility" and enable the option "Run ... as administrator". Click OK and then run Getif.

As Getif needs the SNMP function of Windows, it needs admin access.

Speaking of which, if you don't have them enabled, click the start button and enter "Windows Features" in the search box. Enable feature "Simple Network Management Protocol (SNMP)".
