Question Gigabyte motherboard usb problems

So I have the Z390 AORUS MASTER (rev. 1.0)
Previously, available from the gigabyte website, was "On/Off Charge™ / On/Off Charge™ 2" as well as "USB TurboCharger".
It's an application that I could use for voltage regulation on plugged in phones, devices, etc for fast charging.

Now after a clean windows reinstall, i can't get the installer to complete and the feature is unavailable.
On/Off Charge and USB TurbCharger are listed as 2 different utilities, but if I download the USB TurboCharger as I previously have, the installer Title Bar is On Off Charge.
It fails with the message "UseDLL Failed. Couldn't load .dll file."

Has anyone else experienced this issue or have gigabyte boards and know how to get this feature working?

Now after a clean windows reinstall,
What OS are you working with?

Maybe try and install the app/utility in an elevated command, i.e, Right click installer>Run as Administrator. Might want to also pass on the current BIOS version for your motherboard.

I'm on windows 10 22H2.
Latest board firmware F11
I've also tried running as administrator.
