[SOLVED] GPU and CPU Permorning lower than expected

Hey guys. I recently just build my first PC. After two days of putting everything together, its alive. However, the CPU and GPU is performing way below expectations after doing a bench mark test. Any help would be appreciated. https://www.userbenchmark.com/UserRun/15622980

It tells you the reason for low performance/benchmark score: Very high background CPU (61%). High background CPU reduces benchmark accuracy. Find active processes with Windows task manager (CTRL+SHIFT+ESC).

Your build performs good, but Windows is busy with something and using CPU while you're benchmarking.

Open 'details' in task manager and sort by CPU to see what's using up your processor in background. Give it time and watch if this usage is constant, then it's abnormal.
