Question GPU can’t boot into Windows but can boot into bios with a buggy screen ?

So randomly when I was playing Minecraft this glitch happened during the time it happened, the screen didn't just black out and turn off, it started to glitch and then turn off and this glitch happened to me before on the old motherboard.

We got the graphics card repaired that time and when we asked what the problem was, the person who fixed it said it was because "the GPU chip fried" but when I told the person who fixed the GPU that it didn't overheat because it never really went above 70C but he didn't believe me and my GPU is a R7 370

Also, now that the problem is here I can still go into bios but it has a glitched buggy artifact on it, and when it tries to boot into windows, it shows the loading screen but then goes black.

I am asking the community for help because my father doesn't trust the same guy anymore he said he will bring it to a new person to repair it. but it's been 2 months and he still says the same thing.

I would agree with dad.
The tech likely gave it the sunshine treatment and returned he unit.
The card is an old one, introduced in 2009 and should probably be retired.
Minecraft is not an overly demanding game.
Without knowing the make/model of your psu, motherboard, and case, along with your windows spec and 32/64 bit option, I can not make a sound recommendation.
What was the old motherboard, and why was it replaced?

The card is an old one, introduced in 2009 and should probably be retired.
Minecraft is not an overly demanding game.
Without knowing the make/model of your psu, motherboard, and case, along with your windows spec and 32/64 bit option, I can not make a sound recommendation.

I5-3470 Not overclocked (nothing in my system is overclocked)
8 dual channel GB ddr3 Kingston ram 1600 mhz
HDD: WDC WD5000AAKX-75U6AA0
SSD: PNY CS900 120 GB
OLD MB: Asrock B75 Pro-3m
CURRENT MB: Gigabyte H61M-DS2 DVI
PSU: ZOO-6500HGP
Windows: 64 bit

The motherboard was replaced due to bent pins and it didn't break because of me putting the CPU in incorrectly it was bent because while on the way bringing it to the repair shop due to the GPU not working and after it was fixed and we brought it back home it didn't work and when I checked the pins were bent

No matter, I think your problem is with a poor quality or failing psu that might also be underpowered for a r7 370
On this chart, they recommend a 450w psu with a 6 pin aux power connector.

Can you post a pic of the data id plate?

I suspect you are going to end up trying a replacement psu.
Borrowed if you can, bought if you must.
