[SOLVED] Gpu clock low

Hi ,
Some days ago I had an issue that my gpu when I press the power button the GPU was running the fans at 100% but not all the time , well I had reseted MB CMOS and reseated the GPU and reeinstalled GPU drivers ... It seems to be fine now .... But since that day I was thinking why The GPU did that .
I Noticed that my GPU clock is not the same as on XFX website and when I set the same clock that says on website the GPU goes to 80° in 1 minute on furmark and stays loud as hell !
My GPU is a XFX Rx 580 4gb gts xxx
Psu is a corsair v550
Mb is MSI a88xm-E35
Cpu is an AMD a8 6600k

Solution
Did you install the newest drivers available, straight from the AMD website? If not, uninstall the ones you do have and try this one from AMD.
If this doesn't work, you might also want to replace the thermal paste on the GPU You will have to take the casing off the card, then remove all of the thermal paste. This should be possible with only a piece of tissue paper, without the need of other products. Then, put some more thermal paste where you removed the old stuff from and put the card back together. Now, uninstall and reinstall those new drivers, and see how things go.

Yes I have the latest driver . I switched bios switch to towards the psu connection and the gpu z now says that the defeault clock is 1366mhz as it should , but under full load the card keeps not passing the 1100 mhz and get 75°c but I saw the fans going above 50% speed to mantain that temperature m I can't open it since is still on warranty .

EDIT: after a restart the clocks are fine now ... but the temperature goes to 84ºc on load and 60% fan speed .
