Question GPU drawing only half of TDP at 100% utilisation.

I recently completed a build with a XFX Speedster SWFT 319 Radeon RX 6800 16 GB, which has a TDP of 250w, yet wont draw more than 135w, even at 100% util. I have stress tested in both Adrenaline and Furmark. My PSU is rated for 750w, so I should have more than enough power, and my GPU is connected to my PSU using 2 separate PCIE cables. I am getting markedly poorer performance in games than I should be with my specs as a result I am using the latest version of windows with the latest drivers for my card. Any ideas on what might be causing this?
 
full system spec? include brand and model of the psu

Question regarding:

How much poorer? What games and/or apps?

Specific measurements? Source?
