Question GPU limits itself to 900MHz

While playing unoptimized or CPU intensive games, such as Arma3, Fallout4 and Minecraft (these are the only ones so far where i found this issue) my GPU is limited to 900MHz.
This started happening a day ago when i was playing minecraft, i saw my that my GPU clock speed was only 900MHz instead of 1366MHz.
Later that day i tried to play Fallout 4, but the same thing happened, and that game isn't enjoyable at 20-25 fps.
In Arma 3 the same thing happened. Tried to play, but it's not fun playing at 15-20 fps.

Before this, all of these games ran fine, at 1366MHz, i had no FPS troubles.
Both MSI Afterburner and Wattman say that my clock speed is limited.
If I alt+tab or enable an overlay, just like Steam, the clock speed goes up to 1366MHz.
I disabled Chill, i disabled all the power saving stuff in both Windows and the Radeon software.

Specs :
CPU - Ryzen 5 1500x @ 3.9GHz
GPU - XFX RX580 8GB
RAM - Kingston HyperX Fury 2x8GB 2400MHz
Storage - Seagate Barracuda 1TB HDD

PLS HELP
 
Can you test the GPU by using some other PSU ? Also, try doing a CLEAN re-install of the GPU drivers, if need be. What's the GPU TEMP value while gaming ?

I don't have any other PSU unfortunately. The temps are in between 60-72, depends on what i play, in GTA V it's 62°C, other games that have my GPU at 80-100% usage have it at 72-73°C.
