I am having an issue with my desktop. Sometimes, when booting up the pc or taking it off rest mode, the system all starts except the GPU. So I get no display, but I get audio, noticed by the windows boot up sound. This is followed also by a white VGA indicator on the motherboard. It really looks like it might be a GPU issue since everything boots up except the graphics card.
Also to note: I know when my desktop is gonna boot with image because I can see that the GPU starts to spin the fans. When the GPU does not spin the fans after pressing the power button, I know the pc is gonna boot with no image.
I have tried today to reseat the gpu, so I took it off and replaced it in the pcie slot, however the issue persists. I wil leave my full build below:

I was hoping to get some more recommendations on what the issue might be. Somethings that went through my mind were to reset the CMOS and updating the BIOS.
This is an issue that occurs sometimes only. In every 10 boots, about 5 will have this issue.
