Question GPU not booting up.

I am having an issue with my desktop. Sometimes, when booting up the pc or taking it off rest mode, the system all starts except the GPU. So I get no display, but I get audio, noticed by the windows boot up sound. This is followed also by a white VGA indicator on the motherboard. It really looks like it might be a GPU issue since everything boots up except the graphics card.
Also to note: I know when my desktop is gonna boot with image because I can see that the GPU starts to spin the fans. When the GPU does not spin the fans after pressing the power button, I know the pc is gonna boot with no image.

I have tried today to reseat the gpu, so I took it off and replaced it in the pcie slot, however the issue persists. I wil leave my full build below:

AMD Ryzen 5 7600 6-Core Turbo 5.2GHz
Sapphire Pulse Radeon RX 6700 XT 12GB GDDR6
ATX MSI Pro B650-P WiFi
RAM Kingston Fury Beast RGB 16GB (1x16GB) DDR5-5600MHz 1R CL36
Nox Hummer X650W 80 PLUS Gold Full Modular
SSD M.2 2280 Crucial P3 1TB 3D NAND NVMe

I was hoping to get some more recommendations on what the issue might be. Somethings that went through my mind were to reset the CMOS and updating the BIOS.

This is an issue that occurs sometimes only. In every 10 boots, about 5 will have this issue.

If your CPU has integrated graphics, remove your GPU and enable the integrated graphics and connect monitor to the motherboard connector.

In BIOS, set PCIe as default for graphics.

Just did that. I did not even remove the GPU, just plugged a HDMI on the motherboard, when the GPU boot failed. Turns out the PC turns on and gives image if I put the HDMI on the motherboard however the RX6700XT is not present. It's like it did not even exist. If I go to the task manager it only shows AMD Radeon Graphics which is the integrated graphics. What a weird situation...
 
Did you update the GPU driver after the BIOS update? While you have your PC connected to the integrated graphics onboard try installing the updated driver software for your GPU. Then shutdown and connect your GPU and boot into the BIOS and set the board to boot with your GPU. See what happens....
