Is lowering your GPU power limit with MSI Afterburn to decrease your GPU temperature going to damage it?

Decreasing it a little bit shouldn't do any damage. A better way to lower temps would be to make a custom fan curve and have the fans spin faster to cool it better. If you really don't want the extra noise then you can undervolt the GPU and maybe clock speeds if you really want to lower temperatures.

Also, what temperatures are we talking about? What GPU do you have?

RX 590 8 GB, I've tested in 2 games for now, PUBG and BF5, it is hitting maximum temps while playing in-game and being AFK in lobby, 83 Celsius! I actually didn't notice that I can do fan curving, what angle do you recommend for those temps and what speed?
(I'm new into all this stuff).
