Question GPU power/usage throttling when performing action in game?

So I have a newly built pc, and went to play Jurassic Park Evolution 2, when I noticed the strangest thing. Near buildings, when raising, lowering or smoothing out the terrain. The GPU power, along with usage and sometimes clock speeds will throttle down. The fps will drop from 100 to 30. Then as soon as I stop it goes back to normal. I've tested it on completely empty parks and it happens there too. However if you go away from the buildings and do it, nothing happens. Clock speed, usage, and power remains stable. I haven't noticed problems in any other of my games yet.

I've tried everything I can think of from reinstalling drivers, updating the bios, messing with settings in game, in windows and in adrenaline with no luck. There's appears to be no over heating or thermal throttling happening, as it happens around 60C or less, and only when doing this one thing. I don't know if its just a strange bug with the game but I can find no information about it. Limiting the frame rate, and switching to FXAA helps a little, but it still happens even if everything is set to low. I'm hoping someone can help me solve this mystery.
