Question GPU running at ~5% whilst CPU runs at ~40% while playing games like GTA V

So over a couple of years I've been trying to upgrade my computer to reduce lag. However after upgrading CPU and GPU I still get low fps and lag spikes in a bunch of different games from GTA to Minecraft and Overwatch.

These are my specs:

CPU: Intel Core i5-9600K 3.7GHz
GPU: Nvidia GeForce RTX 2060 OC 6GB
Motherboard: Gigabyte Z390 D
Memory: 2x8gb Kingston DDR4 Dual Channel

I've tried multiple things from following different tutorials all over the internet to just lowering my graphics but nothing seems to be getting rid or atleast "dampening" the problem.

I suspect that those games are largely single threaded.
40% utilization is likely because of heavy use of the master thread.
To check your performance, run CPU-Z bench and look at the single thread rating.
It should be about 566:

Most 9600K processors will have been overclocked some.
If you have not, some 25% performance may be available to you.

How is your cpu cooling?
If the processor sees 100c. you will slow down.

Hi, thanks for answering.

I tried the CPU-Z bench which showed that the single-thread rating was 256.3.

And according to the NZXT cam which I'm using to look over all of the temps it says that the CPU is running between 98-100c.
