Question GPU's fans wont run if it's idle but when gaming it starts running?

Im a amateur when it comes to gpus but i had a old card back then and it was a Zotac Mini GTX 1050 Ti the fans would always spin when idle and when gaming and i gradually got used to that.

But now after i upgraded my gpu to a INNO3D GTX 1660 SUPER TWIN X2 it works normally and amazing but when booting the fans would run for abit and slowly stop. And the fans wont run back when it's idle BUT when i play a game it runs well and runs smoothly thereon after closing the game and doing other stuff. It'd sometimes stop but it runs well when gaming. Max temps are 76-77 when benchmarking and doesnt reach past that.

Bought this card yesterday and it's brand new im new to this type of gpus and i don't know why it would not spin. Is it normal for certain gpu's to do this? and certain gpus to constantly run its fans?

Also is it okay if you use other screws to use for to screw the gpu in? I used my old gpu's screw to screw my new gpu in because it didnt came with screws.
 
This is normal nowadays. If it’s not necessary to cool, the fans are completely off. It seems to work fine in my opinion because it starts when you start stressing it by starting a videogame.

Using your own screws is not a problem at all, as long as they fit well.

Screw mounting pressure wont matter right?
 
Alright, after sometime idling it slowly starts it's fans around 59 degrees idle. And starts cooling them down. Fan speeds up to 15% and 200 to 400+ rpm and what does this performance limit utilization mean? it's now set to yes after some time passes.

Im really curious as to what this means and is it generally normal?
