Question Graphic card causing screen tearing?

I'm experiencing a problem where part of my screen occasionally fails to refresh or update correctly for about 0.5 seconds. This only happens when browsing in Chrome, Windows Explorer, or similar applications—it never occurs while gaming

At first, I thought it might be a monitor issue. However, I can hover my mouse over the affected area, which suggests it's more likely a graphical issue. Interestingly, the problem doesn't appear when I try to record it using AMD Adrenalin’s Instant Replay; it seems to stop during the recording.

Does anyone know what might be causing this or how to fix it?

This is an example when I tab out from chrome to desktop, the chrome section delayed for like half a second before rendering the desktop part.

Screen tearing happens on monitor when it can't keep with data stream speed sent from GPU. That's why it doesn't appear in recording which is done from inside GPU, not it's output. No idea which GPU or monitor you have or which cable you are using but problems cab range from inadequate cable (for instance DP 1.2 cable on DP2.1 GPU/monitor) or using Multisync or Gsync on GPU while monitor doesn't support it or vice versa.
