Question Graphics seem to be stuttering and fuzzy

Hi, I am running a rtx2070 with an i7 8700k and have recently been experiencing stuttering in games and even watching streams. I think it started after downloading java. I ended up deleting java and installing malwarebytes and then norton to see if it could find any malware but it has quarantined everything it has found. Temperatures seem to be running normal. vram use is at about 15% with minimal apps running and ram(16gbs) is at about 45-50% with google chrome and a few other apps open. I think it might be coming from my gpu but am not sure. If anyone has any ideas please let me know. Thank you.

Did you try doing a clean uninstall of nvidia display drivers? reinstall latest drivers?
