[SOLVED] GTA5 runs poorly, even though I exceeded system requirements?

Hello Everyone!

So I recently upgraded my PC and I try to play GTA 5 but it runs so poorly. I get about 35-40 fps when driving, and about 47 fps when running around. Cut scenes are at around 90 to 150 fps. The game itself is put on my Gen 4 Sabrent Rocket 2TB M.2. My new specs are:
Ryzen 3700x @4.3Ghz
MSI RTX 2070 Gaming Z
MSI Gaming Edge Wifi mobo
16GB of DDR4 @3200
Sabrent Rocket 4th Gen M.2

I tried optimizing the game via GeForce Experience, but nothing worked. I also tried manually changing the game settings and still get crappy fps on low settings. Please help ASAP! This game should be running max frames easily.

Well you guys obviously don't have enough threads to run this game decently,8/16 is entry level gaming :p .

Nah, the game is just coded really badly,the main thread is running at a higher priority than the rest causing windows to stop running all other threads until the main thread is done but since it's a game the main thread never stops.
So the other threads only get to run whenever windows allocates them a time slice.

Having turbo enabled so the main thread also runs at a higher clock than the rest will cause further problems.

I am just going to put out there that I downloaded the "free" version of this and was experiencing hitching, freezing, frame drops, even going so far as having background drop detail. My system is a 2700X base and WELL beyond the requirements. Total junk that I uninstalled.

Thanks for the clarification, vagueness regarding "free" usually raises some questions.

Yeah, not pirated.

Free usually indicates that you are going to dedicate some disk space (in this case 90GB) and a bit of spying for a workable and fun game. In this particular instance you have infuriating captcha anti robot mess on log in, manual installation of various parts of programs that should have auto ran (or already had been installed long ago for all the other games you play) to finally get into a really broken experience. Hitching, poor drawing of background detail, crashes...it was a mess, and apparently for a LOT of people.
