They go back and forth. Some games they are equal, some games the RX 590 is faster, and some games the GTX 1660 is faster. That is mainly due to games being optimized for either Nvidia or AMD.
Nvidia has better power consumption and (2GB less) GDDR6 memory, but AMD has a larger amount of (GDDR5) memory. It's fairly even in pros and cons, but the lower power consumption is considerably better with Nvidia.
