GTX 550 FPS Under 30 in CoD4?!

Hi guys, I just got my new computer today, here's the problem.
All options in nVidia control panel are optimized for performance, graphics in CoD4 are on minimum - single player
Same thing happens with Black Ops Multiplayer - Fps going from 4 to 80, never stable.
For both games - com_maxfps = 250

My computer configuration:
Zotac GTX 550 Ti AMP 1Gb
AMD FX 3120 X8 3.1/4.0 GHz, L2 4x2048, L3 8MB
G.SKILL 2x4 Gb 1600 MHz
500W Corsair PSU
ASRock 880 GMH

Windows 7 newly installed today, DX 9.0c, nVidia official drivers, motherboard drivers, some other stuff, including ESET protection.
Cooling is perfectly fine, 100% CPU usage - 38˙C
 
How are you checking your Temps and frps? What is your card set to like the core clock and shader clock and memory clock? I can tell you part of the problem is your 550 ti it is on the low end of the GPU's and it is very weak to play these top games. I have two of them in SLI and I run them OC'ed They are just not worth the money.
 
At what resolution are you playing? 1080p will slow your 550ti, especially on Black Ops. COD4 would be a no problem/issue. Did you turned off the V sync on each game?
 
Im not Sure But ur Windows 7 Shouldn't it be Direct X 11? In that way,The 550 Could Really Show the real Capable of running that card,and, I think you have to double Check the Drivers at ZOTAC website.

They arn't worth it compaired to the 6870 which blows the doors off the 550 even a 460 blows them away. Two 550's can't touch one 560. I tried playing BF3 and it was only able to get good frps on low settings, and that was 25 frps.

The only thing these are good for "ah let me think ah man it is coming to me I guess nothing". :) No seriously These cards only get 77% fan speed. The only one game I get truely get any descent frps is ShoGun 2 total war. On the campain map 25 to 30 frps in battle I get 60 to 90 frps.

These were the first of the 5xx series and they just don't have the power in them to give you more bang for the buck. They are good to give you less bang for the buck.
 



There is your problem right there. CoD games
 
in your power options turn to high performance and go into and make sure minimum processor use or whatever is 100%, some kind of cpu bottleneck i suspect
