I'm trying to find out if this is possible for I'm having a few issues with a telco.

Wifi security WPA2-PSK for internet use. Issue is with the Dashboard.

I am connected to my wifi dongles Dashboard (operating system for settings) via wifi .
The dashboard is only loaded by Internet Explorer using http:// other modern browsers block saying it is unencrypted and insecure. No firmware upgrade available either.

Even though there is encryption for the internet the Dashboard is local wifi 192.168.0.1. So is there encryption or can
a neighbor for example see everything I type into the Dashboard if they have the right snooping software.

I am unsure what you are asking. People normally call "dongles" thing you plug into your pc via USB. These generally do not have a management IP address they are communicated with using some feature in the device driver over the USB cable.

Now if you mean you connect to some device remotely using wifi and the wifi is protected via WPA2 then nobody can see that traffic. In some ways it would be nice if it did https but that would be double encryption and WPA2 is considered uncrackable. The main advantage to configuration via HTTPS is if you were for example going to configure it via the internet. Someone on the internet could in theory intercept HTTP traffic.

USB Wifi dongle has ip address like any normal network interface.
Wifi dongle connects to wifi router. Dasboard, you speak of, is router management page.

For your neighbor to be able to connect to your router management page, he would need:
password to your wifi network,
username/password for login in your router management page.

If you give him all that info, then yes - he can connect.

But you can set up ip address filtering on your router - so that only pc-s with specific mac addresses can connect.
