Question HD 7790 in 2019?

The desktop is a good step up from a 7790.... the mobile 950M is likely in the same general ballpark.
Anything you want to rig together will likely have limited PCIe lanes available - I'm not aware of any 950M equipped laptop with native eGPU capabilities (TB etc)

Given that, you'd likely hinder the 7790 further... making the 950M the better performer outright.

I will use a NGFF GDC in this case, will that help?
 
You're still limited by the PCIe lanes avaialble. In that scenario, you'd be replacing your Wifi card I assume? Which is very likely x1. Not worthwhile bandwidth for what you want to do.
