Heat issues with my Liquid Cooled 4870

I have a Antec 1000W PSU, ATI 4870 1GB DDR5, Maximus 2 Formula Mobo, Core 2 quad. My system was built from the ground up with custom liquid cooling.My video card Idles at 17C. My core 2 quad will idle at 20C during this humid weather. I find If I loosen and re-tighten the x-clap on the 4870 GPU I can get it to POST successfully, without any yellow or distorted picture. Maybe my video card is just dying at a slow rate? During winter weather my system would coool my card to a low 8C, of course I didn't ever see any of these issues at that low of a temperature. I just don't see why I'm having issues related to heat when these temperatures aren't that high. My display will reset, sometimes POST is incredibly delayed, it will display a distorted image at login, my game will freeze very quick, my desktop sometimes will go yellow and smudge windows.
