Question Hell Let Loose Stuttering and immense FPS drop

Hi.

I have an old rig from 2015 i know but man does it stutter in this game.

i5 4690k running at 3.85Gz
Gtx 970 4G
1600 Mhz 8G ram
Asus Hero vii Mobo

This is far from top of the line stuff, but i can even play on the lowest of low without immense stuttering and fps drop.

Cpu running at a range from 55-77%
Gpu about the same.

both at around 66 Celsius.

Why cant my cpu just use 100% and stay there if its so difficult for it to run the game?

You should ideally list your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Then state what the aftermarket cooling on that processor is. Make sure you're on the latest BIOS update for your motherboard and that you've got the latest drivers for your Nvidia GPU.
