Help, Just Built pc windows keeps cycling

Ok so a few weeks ago something melted on my motherboard and video card. I sent both back to MSI and recieved them today, both are brand new. While I had down time I also bought a new psu and heatsink/fan for my cpu. Both turn on and are working. Now when I turn on the computer I get the post screen then it goes to start loading windows then restarts right away. I figured I needed to reinstall windows so I got my windows 7 cd out. Right when the windows files get loaded, it restarts....Im stuck in a cycle Im not sure what is wrong. Please help
 
You must have received a different model motherboard. Windows is recycling cause it doesn't recognize your motherboard drivers. You can use f6 for safe mode, and try loading the new motherboard drivers. If that doesn't work, it's time for a format and fresh windows install.
 
Ok I tried to reinstall windows but it restarts once the windows files get loaded so I cant boot from the cd. I talked to MSI the guy said its probably a defective motherboard I received. How else could I format my hardrive? I would really like to get this to work I dont want to believe its defective, I dont want to wait for another one. 🙁
 
Check your hardrive boxes for some software. I use maxblast 5 to prep and format any seagate or maxtor hardrives; other brands have similar software. You can choose to prep as the boot device or secondary drive. You can also make a drive to drive copy. Try a different sata port for your drive.
