said "Failed To Initialize Direct X". What does that mean and how can I fix
it so I can Download this thing?

Direct-X is a security risk unless you are downloading from a KNOWN GOOD
site. If you can't download Direct-X controls, if you are sure it's a
safe site to allow it access to your entire computer, put the site name
in your Trusted Zone in Internet Explorer and it should work the next
time you open that page.
