Hi, I recently built a new computer to replace my old one. I've built many computers, so when this issue came up I really didn't know what to do. When my PC was first built, on every single boot it would stutter, both audio and visual horribly. After updating my motherboard BIOS to a new version, it stutters about 1/4 boots. On each of these stutter boots, the PC will also not shut down. The screen will turn off but the PC will continue to spin fans and put out power to USBs. Is this a case of a broken motherboard? Is there any fix? Thanks.
