Help to turn down CPU fan

I have a big problem here. my CPU fan (phanteks PH-TC14PE) isgoing at 1200rpm constantly and is making alot of sound. I wonder if theres any way for me to turn it down? I have a p8z77-V PRO motherboard.

Have you tried turning the fan controllers to auto/quiet in the BIOS? That should be your first port of call.
