That is not surprising. It is highly likely the nearest router to you on your isp/level3 network that connects to other ISP.
If there is a issue in that router it will likely take a very long time to make any change. They likely have to go to many levels of approval from their management. A tiny mistake in a router like that would take down huge parts of the country.
