Question Higher GPU usage/FPS when the game is out of focus?

I am getting higher performance/FPS when I press windows key or alt-tabbing while ingame, I get way less!
Can someone restore my sanity pls? cause its driving me INSANE.

RTX 4090
14900K 5.9GHz
7200MHz DDR5
4K NEO G8 240Hz
2nd monitor using IGPU

So far I've tried everything, from reseting bios to unpluging my 2nd monitor, changed the game from borderless, fullscreen etc..
I've never been this desperate after trying to find everywhere on the internet yesterday..

Does it happen in any game or just one? If one, which?

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

It doesn’t delete anything, it just stops non Microsoft programs running with start. Easy to reverse.

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

Nvidia overlay has been known to cause it.

Nope still the same.. did a full DDU driver uninstall too and changed to a previous drivers and its still the same.

but chances are it’s entirely due to vertical sync capping your frame rate while focused, and not bothering to synchronize when it’s not the focused window (since that wouldn’t be considered “important” at that time).

could be a game engine thing.

I think my one and only solution is.. to reinstall windows xD I'm going to do it after my new Z790 NOVA from ASROCK, 8000MHz RAM all day!
Been trying to solve it for a while now but always kept it as a last resort.
Funny thing is, It was pretty normal before installing my new 14900K as an "upgrade" to my 13700K. Now I get less performance with my new 14900K YAY!!
I think something got messed up when I changed the CPU.
