Right click, open, or open with.

If you only moved the shortcut and not the file, you can't open it without the original being there also. And you may need to edit the shortcut to point to the actual place it's located it at, the proper drive letter and folder it's in.

So if you have the file sitting at your home computer and you just copy the shortcut to it and bring it to another computer, it won't work.
