Question How come video cards are not pre-built into monitors?

If high end monitors requires the best video cards for optimal performance.
If medium end monitors requires medium grade video cards for optimal performance.
If low end monitors only requires lower end video cards for optimal performance.

How come monitors dont just come with video cards GPUs integrated permanently within them? Making sure the video card is not a bottleneck based on the specs of the monitor?

because of heat. and it will be tough to upgrade

The conversation between the GPU and the rest of the system (CPU, etc) has to happen at a much faster rate than could be done over a 1 meter HDMI cable.
