[SOLVED] How do I set a fan to turn on and off automatically?

Hi folks,

I just revived my PC that died like 4 years ago. I got a B450 Tomahawk Max and Ryzen 3100. I'm using my old Antec One case.

FRONT FANS:1 X 120 mm (not included)
REAR FANS:1x 120 mm (included)
TOP FANS:1x 120 mm (included)
BOTTOM FANS:1x 120/140 mm (not included)
SIDE FANS:1x 120 mm (not included)

The case is sideways on my desk behind my monitors so I'm looking right at the side fan which is currently an old (but barely used) NZXT fan. I was thinking that it would be cool If I can get an RGB fan on the side panel that would turn on only when the GPU (HD7870) is under load, during gaming for example. Otherwise, it would stay off, both in terms of spinning and lighting. How can I achieve that?

Since we're talking fans, I've currently set one of the stock Antec fans as an intake on the bottom. The top mount cannot fit a 25mm fan due to the MB's heat sink. The only 15mm I can find here is a Noctua one which is a bit out of budget, so I might get that at a later time. Unfortunately, I'm getting like 60-70dBs of noise in idle and noticeable vibrations on the desk and keyboard. I wonder what can I do to reduce the noise while still maintain decent thermals on a budget?
 
Solution
I don't think the lighting will be possible but if you were to use a PWM fan and set a custom fan curve(I'm not sure if the Tomahawk can do that with their Dragon Center app or in BIOS) but that will require you to do some trial and error.
