Question How likely is, that a video card doesn't give signal, when the psu is much weaker, than recommended?

There is a really good deal right now on a used r9 290x Tri-X (it's around 40-50 $). However the seller advertises it as faulty. He tried it with a 400W psu. The PC started up as it should, but no signal. I've read, that the recommended psu for this card is 750 W, but it needs at least like a good quality 600W one. How likely it is, that the card is actually faulty? To me it seems like a simple problem with the power supply, and in that case, this would be a no-brainer.
 
I agree with you that the GPU may not have the proper voltages applied to it due to the PSU being 400 watts.

I also think that there's a possibility the card may not be faulty IF that was all he was basing that decision on.

....but then again....it may be faulty for some other reason.
