[SOLVED] How to make computer boot?

I recently bought myself a new motherboard and CPU. After I was done installing my new components, me and my brother decided that he should inherit my old parts, however, his installation went much less smoothly than mine, and we encountered many problems which we eventually solved, but our current problem is one we cannot seem to solve ourselves. The motherboard he inherited is an ASUS x79-deluxe and the CPU is an Intel i7-4820K. The computer refuses to boot almost every time we do so, and the monitor displays the screen prompting us to press F2 or DEL to enter BIOS but refuses to go further. The Q-Code shows what we believe to be a ̶7̶ and a top-line before stopping to display anything else. The Onboard LEDs successfully check the DRAM, CPU, and VGA for errors and clears them of suspicion, but they indicate an error with the BOOT_DEVICE. The PC does, however, boot on rare occasions where only half of the ram is registered, but everything else seems to work fine, but when we restart or shut down the computer, the problem reappears.

To check the basic functioning of your pc, run memtest86.
It does not use windows and boots from a usb stick.
You should be able to complete a full pass with NO errors.

Did brother get all of your old parts, including the windows drive?
Did you reinstall windows?

I am preparing to try memtest86, but this may take some time because we can very rarely acces even the BIOS.
I only gave my brother the motherboard, CPU, and CPU cooler

Double check your connections.

Loose power cables might be the culprit.
What is the make/model of the psu you are using?
A cheap psu can cause all sorts of similar strange issues.

It might be good to list the make/model of all the parts.
including ram, graphics card, case, psu and whatever.

I did run the memtest86 without any errors

I have checked all the primary power connectors and they seem to be fine. I also tried using the power cable for my brother's monitor on his PC and vise versa, again the same issue of the computer immediately launching upon the DEl or F2 BIOS prompt without any further progress, meanwhile the monitor functioned without any issue with the PC's Power cable.

The PC has a 700w 80 plus cooler master Power Supply Unit
Nvidia Geforce gtx 1060 3gb VRAM GPU
Intel Core i7-4820K CPU
ASUS x79-Deluxe Motherboard
24 gb of DDR3 1600mhz DRAM divided in two 8gb and two 2gb (We also have a spare set of 2 8gb ddr3 1600mhz ram available)
The PC aslo has one SSD and one 1tb HDD

Pull your mem kits and start with ONE stick in one slot. See if that assists boot reliability.

Mismatched ram can often cause problems.
But since you were able to run memtest86 without issue, I do not think that is a problem.

I think perhaps the GTX1060 is not happy with a legacy bios.
UEFI is expected with new graphics cards.

Possibly there is a motherboard bios update that fixes that.
The latest should be 4805 released in 2016.

Another possibility is a flash to the graphics card itself.
Some makes are more tolerant of legacy bios.
If you retained a graphics card that worked with the motherboard, test with it.
