Question HP Laptop - Fans too much noise

My HP laptop's fans produce too much noise even when I am not using a demanding program or game. A very short time I open it, the fans begin to make a very annoying noise without stopping it until I shut down the laptop. The laptop is not overheating.

HP Pavilion 15-cx0008nq
Intel® Core™ i7-8750H
GTX 1050 Ti 4GB
RAM 8GB

I don't have a profile like that. All I can do (and what I found on the Internet) is to manage power plans on Windows, but it didn't work. I also cleaned the fans about a week ago.
