Question Hunanzhi x79-zd3 board no post

Hello all i recently picked up a hunanzhi-zd3 motherboard socket 2011 along with a xeon e5 2689. i set it up and i have no post. there is no video output on the board so i put a gpu in and nothing. i have tried 3 different gpus and different ram, i have tried reseating the cpu and i have tried a few cooler options. Just to see if the cpu was alive i just put a heatsink from a hyper 212 on it with no fans to see if it gets hot and nothing has come of it. ive left it to post for 15 mins and still nothing... any thoughts?

the board has a pc speaker built in and no beep codes have come from it or anything.

8 yr old socket, I am guessing it's used. Could be simply a bad motherboard or CPU. Assuming the rest of the parts are known good.
