I have 2 60 ghz of cpu but my pc only shows 1 29

That's normal. AMD's Cool 'N Quiet and Intel's SpeedStep technologies slows down the CPU when there is a low load placed on the CPU. This saves power and allows the CPU to run cooler. If you were to run something that uses a lot of CPU power then the CPU will ramp up to full speed.
