Question I4790k Thermal Throttling overheats. Help ?

As soon as I turn on my computer the cpu heat constantly rises until about 100 C. I just noticed do the cpu only using about 30 %. I changed to the cooler recently to the H100i Platinum. I've run the intel extreme turning and it says thermal throttling . From my research I believe the solution is to undervoltage but i'm not sure how to go about this or what to set it to?

If your CPU gets up to 100c temps pretty quickly, then it's very likely the new cooler isn't seated properly, or the thermal paste hasn't been applied correctly.

You may need to check these things and re-install the cooler.

At idle, you should see 10-15c. over ambient.
Your new cooler is either defective or mounted poorly.
If there was a mylar protective shield on the pump, did you remove it?

Looking at it now you may be correct. looking the the picture i think the radiator and fan need to be switched
