I had just assembled a new computer and upon installing windows and running cpu-z, I'm seeing that the core speed of the cpu is 1600 mhz. The multiplier is at 16x and the bus speed is 100mhz.

Looking in the windows information the info tells me that the cpu is at 3.4ghz. Is the cpu just in power saving mode or something?

As a power saving feature the system will clock the processor down to the 1.6GHz to save power. With a bus of 100MHz you use the multiplier to find the clock speed so the speed at idle is 1600MHz or 1.6GHz. If the processor is under load you may see it the multiplier jump to 34 (3.4GHz) or above.
 


That part is just fine, too. CPU-Z just shows you the actual Bus speed, not the rated speed, so 800Mhz is correct. 800 x 2 = 1600. For example, 1333 RAM would report as 667Mhz. Look at my CPU-Z Validation to see my Ripjaws X 1600 kit running at 800Mhz, as well.
