[SOLVED] i7 7700 RTX 2070 Super bottleneck?

SPECS:
Asrock Z270 Gaming K4
Intel i7 7700 (non k)
RTX 2070 Super
2x8 DDR4 2400 Ram
120 GB SSD
2TB Hard Drive

The problem is I upgraded my pc from a ibuypower i7 7700 and a gtx 1060. When i upgraded my computer to the 2070 super and new motherboard. I struggled to see any improvements in games. And mostly when playing games my cpu usage is at 98 or 97%. And when I play games i constantly see frame drops and lag spikes. I need to know if i am upgrading the right part.

I want to upgrade my cpu and motherboard. The new cpu i want to get is the ryzen 7 3700x, i think the problem currently is that my cpu only has 4 cores and can not perform the high requirement games to the best of their ability.

You were/are always going to see very high/98-100% CPU usage in games with a 4 core CPU....; if anything, an even better GPU made that even more definitive. Depending on the game, however, if you were CPU limited (many folks mistakenly argued that if not on a Z170/270 mainboard, a 'K" model CPU made no sense, seemingly forgetting the 500 MHz higher clock speeds across all cores, before even considering overclocking, which could add antoher 500 MHZ on all cores!), then a faster GPU would do little to raise frame rates.. Likewise, if already getting 60 FPS, and playing on a 60 FPS monitor with Gsync enabled, you might not really see a difference unless playing with higher details or resolution ( where the 2070 Super should indeed excel!)...
A CPU with more cores would help a lot. I recently upgraded from a 4790K to a 3700x. Big difference in some games. It's really kind of unfortunate that you got a quad core CPU because in the same year that the 7700 launched the 8700 launched. The i7 10700K is also a good option as well as the i5 10600K. The intel processors are just a bit more expensive but a little better at gaming. It's a difference you would likely never notice though unless you did a side by side comparison with an FPS counter.

If you were happy with frame rates with the old card at low setting at 1080P, then the CPU should still be enough for acceptable frame rates but at much higher res/max quality. (I'd consider doing a full fresh install just to rule out glitches with games and the OS/drivers pertaining to the GPU swap just in case...) At only 3.6-3.8 GHz all core turbo speeds, however, the 7700 will certainly be holding back frame rates compared to an R5-3600, or 8700K/9700K/10600K or above. Given a 2070 SUper, I'd want the latter at a minimum. The 2070 Super is a fine GPU!
