Question If your CPU Fan isn't snug and you boot up your PC but dont run anything other than the BIOS , does it fry the CPU?

So long story short, I built my 2nd PC and and mounted my fan on the CPU and it wasnt SNUG but it was as tight as it could go it seemed, and I started it and it ran the BIOS just fine then I turned it off then after that it started just showing black whenever I booted it up, anybody have any advice? Does that CPU Fan have to be directly touching the CPU or else it will fry?
