Question Installing HDD to PC: The request could not be performed because of an I/O device error

I installed an HDD to a PC. PC starts. But when I tried to initialize, it said "The request could not be performed because of an I/O device error." What is the next step?

what is the sata connector number on the motherboard is your c:/drive connected to then connect the new drive to a higher number sata connector?
