Question Intel i7 9700k overconsumption

Hey guys, so I am running a i7 9700k with a msi gtx 1660ti and hyperX m.2 and 16Gb Ram with x2 Dell 27" monitors, all of the sudden when playing games or doing large processes I can feel the PC freezing or lagging, I checked task manager and saw that games like COD warzone was running at 86% CPU usage aswell as The sims4 and so forth.

The stuff I have tried so far:
1.Windows defender, malwarebytes and kaspersky antivirus scan (nothing was picked up even on defender offline)
  1. Monitoring temperatures of the cpu while the usage was high, but the the temp stays under 50 degrees celcius
  2. Resetting the PC (not keeping personal files and uninstalling drivers and programs)
  3. Updating all drivers and windows aswell.
  4. Running a windows filecheck with sfc.
  5. Reseating the CPU, Ram and Graphics card.
  6. Running Intel diagnostic tool
  7. Benchmarking the GPU to see if it was underperforming or having issues (it was not)


Please I am not an expert and do not know a lot on PC's just basics and I really can't afford due to time restrictions to do a full windows installs.

To mention this happend today and yesterday there was no issue, between the two days I only played games and did not download/torrent anything
