@ mastergup, ASRock M/Bs are bad about lowering the Intel bus clock to 99.98mhz, if you'll manually set the bus clock to 100.00mhz or even 100.01mhz in the BIOS, it will give you a solid 4.7ghz clock reading, instead of 4.698.9ghz.
Some of the ASRock M/Bs even if you manually set it to 100.00, it will auto default it back to 99.98mhz so you may have to go to 100.01 or 100.02, ~ 100.05mhz you'll still be bus clock good range because you're not even close to 101.00mhz so don't worry about that.
