Is a 14ms response time ok?

Hello,
I'm building a computer to use for video editing, surfing the web, checking email, and some minor gaming. I have found this monitor the LG IPS224T-PN http://www.newegg.com/Product/Product.aspx?Item=N82E16824005341&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&AID=10446076&PID=4902415&SID=. I was wondering if it would be a good monitor for my purposes. It's in my budget and it's IPS which is a requirement. If anyone know of any other faster alternatives in this price range please post the link!

Many monitor are available in 5ms and also 2ms .ms=milli second. 2ms is for gamers who want more fps in gaming. 5ms is for normal usage. 14ms is worst for all its look like u r wathing movie in youtube with 1generation internet network provider so 1hour buffer for wathing 1min movie.
 


14ms is incredibly slow, especially for a tiny display and an IPS panel. $129 is also extremely cheap for an IPS panel.

I would avoid.
