Question Is idle 40 - 45c too hot?

I just finished building my new rig. Running the following:
Thermaltake V200 Mid-Tower case with 3 120mm fans in the front and one 120mm Rear Fan.
Ryzen 7 3800x cooled by a wraith prism.
MSI MPG X570 motherboard
MSI Twin Frozr 7 Geforce Rtx 2070 Super
Corsair Vengeance 32 GB, 3200 mhz

First off, I am not overclocking anything.
I removed the stock thermal paste and put on Arctic mx4 thermal compound.
I did notice that the bios has the cpu fan control on a RPM range, starting with 40c only at 13% speed, then 55c at 38%, increasing speed the hotter it gets. I am starting to wonder on whether the fans speed control is too low starting off at 13%. However, I did manually have the fan run at 100% for a couple of minutes and never got below 34c. I did run Prime95 for about 10 minutes and it did peak at 77c. Any suggestions?

Sounds like PWM curve needed to be adjusted, which I think you've resolved. That would have been my first recommendation...sounds like this is solved in the initial post?

What's your room temperature?
34C would be pretty normal in a warm-ish room.

Overall maybe a few degrees above the best temperature you couldy expect but nothing to be worried about, really. (that goes for your 77C under load too).

Looks like I was able to lower the temp to 35 - 40c on idle. I just raised up the CPU fan speeds to:

40c at 25%
55c at 50%
70c at 75%
85c at 100%

Still not the best, but makes me feel more comfortable about the heat, while also keeping it quiet.

You might want to d/l HWINFO64 and see what your VRM temps are... The MSi MPG motherboards are notorious for their crappy power supply design and are known to overheat with any 105-watt AMD CPU. My old MSi X570 MPG Gaming Pro Carbon VRMs would hit 95+ degrees C and then would throttle the 3900X CPU speed down to 2200 MHz until the VRMs cooled own.
