Can you post all the specs of your PC(CPU, MOBO, RAM, PSU model) ?
If you have a great quality 550W PSU (Seasonic focus PLUS, EVGA SuperNOVA G3, etc) you should be able to run a 2080 on it.
No, I would not run a 2080 with that PSU. Based on rated 12V amperage it's only actually a 450W PSU, and probably not a very good one at that.
If you're not gaming on the PC(just browsing etc.), the card will barely draw(no more than 70W) power so you're fine.So still no for idle? Okay, I'll stay away from that PSU.

For long term intensive usage you should change your PSU to a 650W great quality model(Seasonic Focus+, EVGA SuperNOVA G3, Corsair CX/TX/RM).
