So I'll be replacing my old build since my PCI-E got busted a while back. The PSU I am using is what i'll keep since it's only 2 years old and never gave me a crash.
I am considering which do I sell an which do I keep: Unused R9 390X (the one in the list) or unused Gigabyte Gaming MI RX 570 8GB ?
Here's the parts list:

Solution
You can use the R9-390X, but it is very dated and won't be up to today's standards. The RX 570 is clearly the better option. You should also get a B550 motherboard instead of a B450, it will support the next generation of AMD CPUs when available.
