Question Is my CPU causing my PC to not boot up?

Recently my power supply died so i went and got a new one, once It got here i set it up but once I try to start it the PC won't boot up. I asked if it was the PSU but it isn't cause everything connected to my PC like my external hard drive and some LED's i have turn on once I turn the switch on the power supply, so it can't be that. I tried checking if i connected each cable correctly and everything was fine, but the PC still wouldn't boot up. I double checked everything and started to unplug and plug everything and i had left to do something quickly but i didn't realize that i left the cpu cable unplugged. Once I came back my oc managed to boot up, but then I quickly realized that my CPU wasn't plugged so i went to turn off the PC so that i can replug the cpu. But When i try plugging the cpu cable to the motherboard, the PC won't boot up. Could my CPU be the problem or is it something else that I'm not realizing?

Intel 10400F
Thermaltake ux 100 5v cpu cooler
Rtx 2060
Evga 610 bp 610w bronze rated power supply
Vulcan G 512 ssd
8x2 gb olay ddr4 3200mhz ram
Deepcool matrexx 50 case
2tb WD external hard drive
