Question Is my CPU Dying? Could it be something else?

While I canno't reproduce this, in the last month, when I turned on the PC, it would just stay on black screen, I waited 10 minutes and nothing, then I just decided to hold the power button(as my case doesn't have restart button, thanks ASUS Case) and just turn it on again, I would still see black, but for only 30 seconds before the computer decides to do the usual thing and turn on.

But now I am noticing that the computer is slow AF. just opening chrome gets me to 100% CPU and just slows things down, I've also been getting random stutters on desktop even, and I have no idea what it could be. I ran a CPU stress test, GPU stress test, memory stress test and they all came ok, I don't know what to do anymore...

CPU: 10700k
CPU cooler: 360ML AIO Coolermaster
GPU: RTX 3080
Motherboard: z490 Gaming X Gigabyte(Latest Bios June 2023)
Ram: 16x2 3200Mhz
SSD/HDD: 4SSD/2HDD
PSU: V1300 Platinum Coolermaster fully modular
OS: Windows 11 Pro

What is the speed of your RAM and timings when you boot into windows? CPU-z can help you find out on the memory tab.

I hope this helps you and in turn helps me because I’m furious!

use glary utilities post start up picture here and the sensor page one also how memory is detect in bios and use only the os sdd for test in system first also made sure al driver in system and firmware for ssd are the latest one ,

So, I asked my friend to drive for an hour with his pc and similiar ram at 3200 (but not the same timings or brand)

I put my ram on his PC, it works, I put his ram on my PC, turns on at 2666, not at 3200, at all, and it freezes on the tab where you would press DEL for bios to show, that NEVER happens with my ram, it either goes through or it never shows that tab to begin with and will give me boot failure instead.

So after that I put back in my ram and now I am getting a automatic remair system32\winload.efi errorcode: 0xc0000221 and I am like oh <Mod Edit>, here goes some of my personal data.

Then I decided to remove 1 ram stick and try with that, it turned on and went to windows, I was like: I found the problem, might be the second stick, then I try the second stick only, works too... after that I try both ram sticks and it turns on normaly, but at 3000 XMP, 3200 just refuses to load, and the last time 3200 managed to load before I knew any of those problems, the read would only be around 80, comapred to regular 900 ish on the benchmark with the 3000.

I seriously have no idea what it could be at this point, I am confused.
