I have been doing a lot of troubleshooting but too no avail, screen goes black and back too normal a few times every few minutes and getting some display glitching driving me insane, I've tried everything pretty much everything I can think of but not another HDMI cable and monitor because I have no spares, what led me too believe it was the monitor I recorded a screen capture on streamlabs and it came out crystal clear and it happens in the bios so its not a windows or driver problem or am I barking up the wrong tree could it be something else.

Welcome to the forums, newcomer!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

What have you tried? It's so that we're not repeating hasn't worked, leading up to this thread's creation.

If you're using a computer monitor instead of a TV, use a DisplayPort cable.
If using a 4K TV, ensure that all HDMI ports (GPU & TV) are version 2.1 and that you're using a proper HDMI cable rated for 48Gbps speed.

Thank you for the kind welcome going to lurk the forums I need too learn more about PCs, here is my specs as best I can, it was a prebuilt I got 4 years ago so that's the age of everything except 1 HDD noted below, I've cleaned out my computer and the temps are all well lower than max also I'm not on a TV but a proper pc monitor but i managed to get a test monitor but its showing the same problems so the monitor is fine.
